Part of the STEM employment problem is H-1B.
Most Americans haven't even heard the term "H-1B". It is a form of visa that allows an American company to indenture a foreigner (who is not allowed to change employers) in fields where "there are not enough qualified Americans". See

In regard to the idea of reparations, I always like to tell the story of how many of my families' young men were lost fighting against slavery for the 2nd Wisconsin Voluntary Infantry Regiment of the Iron Brigade. (77% casualties during Gettysburg.) I demand reparations.

Of course, none of my family came here from Switzerland until the late 1890's, but the point is made.
