See, for example, here. A man who was being transferred to Hawaii was angry about this transfer, so he set fire to an air traffic control center. My sister, who was supposed to fly through Chicago that day, reminded me of this incident. How many people get angry about being transferred to Hawaii? Isn't it more likely that people would get angry about their not being the one chosen to be transferred to Hawaii?
