It's not just government programs. COBOL is still used on a lot of corporate, especially financial, mainframes. For all the current buzz about micro-services and the cloud, I can't see the old mainframes being phased out any time soon.

That being the case, I suspect there will be a small boom in legacy language programmers as that becomes the next (soon over-saturated) hot trend in career choices.
