We’ve been told that PayPal is cutting ties with Russia because of their belligerence, but it turns out that others are affected, too. I’ve been reliably informed that people in Ukraine and Bulgaria can’t use it, either.
What’s the point of that?

I rarely use PayPal so I don't know if it is still usable in Bulgaria. Anyway, sanctions are expected to hurt more people than the Russians. This is one of the reasons why the West was so reluctant to use them, and reacted so belatedly. The West has forgotten that freedom is not free.

My wife now has a new hobby: buying and selling old postcards. For two postcards that she bought, one from someone in Ukraine and the other from someone in Bulgaria, the transactions could not be completed because Paypal was not working for them.
But yes, the West has forgotten that freedom is not free.
